Director of Engineering

Fulltime, flexible/hybrid work arrangements available.

The Director of Engineering leads the development, implementation and evaluation of Natural Hazard Engineering Services.

The Central Lake Ontario Conservation Authority (CLOCA) is a community-based agency that works in partnership with watershed municipalities to protect the natural environment, including flooding and erosion hazards. CLOCA provides environmental services within the Region of Durham, from the Oak Ridges Moraine to Lake Ontario - from Ajax/Pickering in the west to Clarington in the east. CLOCA encompasses a 627 sq. km mix of rural and rapidly growing urban landscapes.

Reporting to the Chief Administrative Officer, the Director of Engineering leads the development, implementation and evaluation of Natural Hazard Engineering Services.

Responsibilities:

Leadership

· Provides direction for the development, implementation and evaluation of Engineering Services programs, policies and procedures as they relate to surface and groundwater monitoring, flood forecasting and warning, plan review, regulations and Natural Hazard programs.

· Provides input into organizational and operational plans, budgets, and activities within the organization.

· Participates in the development of Business Plans providing input on Engineering Services strategies that meet CLOCA’s mandate including monitoring on a regular basis.

· Attends Board meetings providing Engineering advice and guidance, as well as represents CLOCA at municipal, other government agencies and public meetings.

· Develops, directs, ensures execution and evaluates programs, policies and decisions within the department.

· Provides direction and supervises staff, including cross-functional teams, assigning and monitoring work.

· Provides direction and supervision for health and safety in the workplace, and ensures appropriate health and safety training, policy, and practices are employed.

· Represents the organization and acts as spokesperson communicating CLOCA’s policy position on Engineering Services to interest groups, businesses, and residents within the community.

· Works under general direction of the CAO making Engineering Services recommendations and decisions involving complex and non-routine situations within policies, procedures, and practices of CLOCA’s mandate.

Engineering Services

· Develops, recommends, and implements Engineering Services programs that are in line with CLOCA’s mandate.

· Develops, implements, and evaluates Natural Hazard programs, policies and procedures supporting CLOCA’s goals and objectives, including development and maintenance of floodplain mapping and hazard mapping through in-house or contracted services.

· Responsible for developing, operating, and maintaining water monitoring systems comprised of climate stations, surface water gauging stations, and groundwater monitoring stations.

· Responsible for the Provincial Water Quality Monitoring Program and Provincial Groundwater Monitoring Program as mandated by the Province of Ontario including site selection, equipment installation and maintenance, sampling routines, and reporting.

· Designs, recommends, implements, and monitors the Flood Forecasting and Warning Program providing maximum amount of warning to watershed municipalities/residents.

· Provides “on-call” response to flood forecasting, reviewing forecasts and issuing flood messages as necessary.

· Prepares reports, provides information, and makes recommendation to the CAO and Board of Directors, as required, on matters related to Engineering Services Represents CLOCA on committees and associations providing advice and information.

· Responsible for engineering and hydrogeology expertise reviewing planning submissions and regulation applications for development plans and providing comments to CLOCA Planning and Regulations staff.

· Responsible for the development and maintenance of natural hazard and stormwater management, and hydrogeological guidelines.

· Provides information to the public and member municipalities on Engineering and Conservation Area programs and activities.

· Provides internal customer service to other departments of CLOCA, as required.

· Provides external customer service to public/media inquiries, etc. in relation to CLOCA’s goals and objectives.

Human Resources Management

· Manages a team of technologist(s), hydrogeologist(s) and engineers and occasional staff within the department interviewing and hiring new employees, carrying out performance appraisals, directing the training and development of staff and carrying out disciplinary actions.

· Under general direction of CAO establishes departmental goals and individual goals with staff.

· Provides training and development opportunities to staff that relate to succession planning.

Financial Management

· Develops, recommends, and implements a capital works and special project budgets for Engineering Services, monitoring progress throughout the year, reviewing and revising, as appropriate.

Other

· Participates as a member of the Senior Management Team attending meetings and organizing departmental projects and programs.

· Performs all other duties within limits of CLOCA’s regulations, bylaws, policies, and procedures.

· Participates as a member of provincial committees and working groups to further the operations of Engineering Services.

EFFORT

· Uses creativity and concentration to develop strategies, business plans, organize workload, perform presentations, create reports, attend meetings, prepare budgets, prepare correspondence, review policies/procedures, etc. in order to perform the duties of the job.

· Uses sight to read correspondence, touch to operate a computer and hearing to answer inquiries, attend meetings and listen to others’ points of view.

· Sits at a desk, or in meetings, daily for long periods of time, with flexibility to move around, in order to perform the duties of the job and, on occasion, walks during site visits and lifts equipment.

Qualifications:

SKILLS

· University graduation in Environmental Engineering and have a minimum of ten years’ related management experience at a senior level or equivalent combination of education and experience.

· Professional Engineer designation with Professional Engineers of Ontario.

· Strong background in hydrology and hydraulics.

· Extensive knowledge of urban development, technology, and processes.

· Excellent communication skills, both orally and in writing.

· Good leadership, planning, organizational, problem solving and management skills.

· Knowledge of political processes and an in-depth understanding of the Board of Directors.

· Ability to operate a computer and associated software, plus a printer and other common office equipment.

· A Valid Class “G” driver’s license in the Province of Ontario, maintained in good standing.

· Ability to adapt to a large variety of changing events within the job constantly.

· Knowledge and understanding of, and ability to apply safety policies, standards, and legislation (Ontario Occupational Health and Safety Act, WHMIS, First-Aid and CPR).

WORKING CONDITIONS

· Works in an office environment (90% of the time) and outdoors performing site visits (10% of the time) with exposure to deadlines, multiple demands, distractions, interruptions, inclement weather and on occasion, irate individuals.

· Some exposure to hazards such as flooding during flood emergencies, water hazards and slipping/falling when visiting sites.

Wages and Benefits:

$125,885 - $153,160; 35 hours per week, benefits package
